With the following declaration:
". . . In the view of the Brazilian Government, article 18 authorizes signatory States, acting alone or in collaboration with third parties, 
to carry out explosions of nuclear devices for peaceful purposes--including explosions which involve devices similar to those used in 
nuclear weapons."
